There has always been and always will be a struggle for budgetary resources

On the example of the festival “Rock Line” in Perm.

Rock-Line is, first of all, a limitless communicative interactive platform, and not only for musicians (although, for them – in the first place). I think that festivals will always be in demand, because there will always be WHAT to show and to WHOM, and to show “live”, and there will always be WHAT to see and hear. The Internet in this story has auxiliary functions (information, as a rule).

Nothing can replace the atmosphere of “live” communication between people, “live” music, “live” sound, light, tents, the smell of a fire. It’s like talking to your mother on the phone – you hear a voice, answers to the questions “how are you, and how is your health”, but you don’t see your mother’s beloved eyes, you don’t touch her warm and gentle hands, real human joy. But the forms of the festival can be expanded: offer other formats of the festival (some kind of announcing active actions, or within the framework of one festival (for example, a music one) provide elements of another (for example, a film festival or a fashion festival). So there are prospects for the development of the festival movement and in the world, and in Russia, and in the Perm region (in particular).

Cultural space is a reflection of our life. We change – the reflection changes. The cultural space must develop, nothing stands still.

Any festival is an impulse to move forward, and the once ambitious statement “Perm is the Cultural Capital” is also a message, and I think the right message, positive.

“The soldier who does not dream of becoming a general is bad.” And the “correctness and effectiveness” of our festival are dictated by “supply and demand”, “public and musicians” – this is about the fact that this festival has a huge audience (25-30 thousand people) and a large number of musicians from different cities and countries, who come to Perm with pleasure…

“The struggle for budgetary resources” has always been and will always be, regardless of the crisis or budget surplus. Under any conditions holding festivals is very important. Another thing is in the conditions of, as you call it, a crisis – the budget of the event must be approached expeditiously and expediently, “stepping on” the throats of “wishlists” and “wishlists”. Support for culture (festivals are an important part of culture!) should be carried out by the state, sponsors and patrons.

If an event is held without the support of the budget of the subject and only at the expense of sponsors, it immediately falls exclusively into the commercial sphere, where the priority is to make a profit, and not to demonstrate something new, unknown, not popular …

In my opinion, there are unique festivals in Perm, founded and made by Perm people, and they have long “grown out of the panties” of the regional ones – these are traditional, known not only here, but also outside not only the region, but also Russia – this is “Flahertiana ”,“ KAMWA ”,“ Diaghilev Seasons ”, and Rock-Line are also among them. Each of them has its own audience, its own history, its own name, its own face, its own goals and objectives. Each of them has trends and aspirations for development, and this is very important! Every year something new is demonstrated, new forms are invented and found, some cultural projects are organically integrated into others. For example, thanks to the project “Perm Territory – the Territory of Culture”, the Rock-Line festival, along with the main stage on Bakharevka in Perm, had outdoor festival concerts in Vsevolodo-Vilva (2011) “Rock-Line over Vilva”, in Gubakha (2012) “Rock-Line in the Ghost Town”, in Berezniki (2013, 2014) “Rock-Line in the Vanguard City”. Or during the Flahertiana festival in 2014, the Rock-Line.lab project was implemented with the theme “Movie Music”.

The musicians of Reined (Perm) and SoulTrane (Perm) composed their own music tracks for the silent films of Ernst Lubitsch – the drama “Eyes of the Mummy Ma” and the comedy “The Oyster Princess”, respectively, and this was presented at a special screening to the audience of this festival.

That’s when the festival stops satisfying the needs of its audience and attracting a large audience – it’s time to think – is everything done right … and change!

The main thing is not to stagnate, not to “stagnate”, to react, invent, while maintaining your unique “face”! Do not be afraid of changes – this is the “survivability” of the festivals.

Rock-Line is Freedom, Drive, Novelty, Language of communication and understanding. These are people. This is a faithful and devoted team of the festival and musicians who come to us. This is a Lifetime Journey.

The practice of managing festival projects should change, because any festival is an “organism” that must be sensitive to changes in life, in music, in fashion, in design, in interests and preferences, in technology, etc.

It is very important to listen to young people who “try themselves” in this field. Often their fresh look promotes the festival in a new, previously untested “key”, sets a new tone, slightly changes the angle, while the main goals and objectives of the festival remain the same. Of course, the decision remains with the producer of the festival (otherwise it will turn out “who goes to the forest, who goes to the firewood”). After all, who is a “producer” – this is a specialist who is directly involved in the production of the project, regulates (or helps to regulate) the financial, administrative, technological, creative or legal aspects of the activity, regulates the policy in the implementation of any project and, ultimately, bears personal responsibility for the success of the project. This means that this person must understand a huge number of issues (this is where the knowledge and skills of an ideologist, artistic director, manager …) are manifested, if you don’t know yourself – find someone who knows and understands this better and more than you. Because correctly set priorities, well-built relationships with everyone (with your team of like-minded people, representatives of the Ministry, law enforcement agencies, festival participants, sponsors, advertisers) are the key to the success of the festival. Young people, as a rule, do not have such experience – and it can be obtained only by “getting into the environment” of the festival, into its “kitchen”.

The most important thing is to understand that the responsibility that you have taken on is a serious obligation to the people who are nearby. This is your business and human reputation, and it is worth a lot! Unfortunately, in recent years, many “organizers of events” do not think about this …
